In 2005, the Washington DNR and Northwest Straits Commission, in cooperation with Navy Region Northwest, NOAA Marine Debris Program, NOAA Diver Center, USACE, USFWS, and others, trains Navy Divers to Remove Derelict Fishing Gear in Puget Sound, WA. This pilot project is the basis of the 2006 training program.

2006 Military Diver Net Removal Training

The 2006 year is shaping up as follows:

Typical 2006 class structure:
Day 1: classroom instruction. Two Navy dive instructors plus the project manager from the Northwest Straits Commission. Classroom space provided by the NOAA Dive Center, Seattle, WA.
Day 2 - controlled conditions training (shallow, no currents diving from the dock at the NOAA Dive Center working with a net introduced into the water). Two Navy dive instructors plus project manager from the Northwest Straits Commission.
Day 3 - field day. Actual net removal of derelict fishing net(s).
Day 4 - field day. Actual net removal of derelict fishing net(s)
A fifth day in the Seattle, WA area is scheduled to allow for bad weather.


Equipment and personnel for the "field days"

2 Navy Dive instructors
Project Manager from the Northwest Straits Commission "
Dive Platform (we are seeking LCs, with their crew, from the Army Reserves)
Dive Support RHIB boat/zodiac on station for diver rescues: USCG
All dive teams must arrive at the training with their own underwater communications systems.

Medical support and decompression chambers are available in the Seattle area. Accordingly, no portable chambers will be required.

All permitting, dive site selection, net disposal costs, and general program management is provided by the Northwest Straits Commission and is funded by NOAA.

Field day dive locations will vary from class to class. An overview of some existing net locations is linked with this document.

The above class structure will be repeated up to 6 times in 2006.


Proposed classes (final calendar to be determined by a final scrubbing of dive teams' availability and boat availability)

April 2006
Class #1. DSU training. (5 divers to be trained).
Class #2 MDSU ONE from HI (leaves their equipment in Seattle for MDSU ONE from CA)
Class #3 MDSU ONE from CA (one of the Navy instructors will be an attendee from MDSU ONE's HI team who attended class #2)

June 2006 and August 2006
Classes #4-6 Army dive company


Additional dive experience - DSU ADS mission in July
In July 2006 the DSU divers who were trained in the April class #1 will return to Puget Sound, WA along with MDV Perkins and LCDR Lehnhardt with the Atmospheric Diving Suit System (ADS). This experience will help determine the utility of the ADS for net removal. It will also provide the DSU with the opportunity to operate the ADS from an Army landing craft. As the mission of the DSU is rescue, being able to operate off of a variety of surface ships is valuable. This net removal mission will allow the DSU to work with Army Reserves vessels and crew, a useful experience in and of itself.

While the typical diver class' equipment has a small footprint (any LC would suffice) the ADS has a specific list of needs.
They are as follows:
1. The ADS requires a total of 1130 sqft of deck space to operate at the prescribed depth of water.
2. The equipment must be able to be secured to the deck by either clover leaf, baxter bolt, or deck swivels approx. 30 ea.
3. A man rated crane with a SWL of 1500 lbs or better is required to deploy the suit. (if unavailable through military sources this can be rented)
4. The vessel must be capable of Dynamic Positioning (DP2) or it will have to be rigged for a multi-point moor. DSU Master Diver Perkins has stated "barring the deck space requirement, we can overcome any hurdle.
5. A man rated crane can be contracted but would require more deck space and I own/operate a portable four point moor suitable for holding a Navy T-ATF or ARS (2481 Tons light displacement) in sea state 3 with a scope of 7:1 in 850 fsw. We have in the past welded deck swivel mounts to the deck of a ship. We package our own generators but can use ship's power to save space."

The multi-agency media team will be reestablished for 2006. Navy Region Northwest will take the lead. They will be supported by a team of state and federal agencies.
We are targeting two "media days" in 2006:

1) the DSU ADS is deployment in July and 2) the Navy divers from WA teach Army divers from VA, a joint services story.
The second date is TBD, depending on the Army Dive company's schedule. We will also be gathering video during MDSU One's classes for use in later media opportunities.
